The Russian Foreign Ministry has stated that the new law on the Donbass adopted by the Verkhovna Rada actually buries the Minsk accords, as well as the Normandy format.
The Russian Foreign Ministry believes that Kiev is trying to absolve itself of all responsibility for the destruction and suffering by the thoughtless actions of the Ukrainian authorities and to shift the blame on Russia. In fact, the document can be considered preparation for a new war.
In particular, this is indicated by the fact that it was decided to reform the ‘antiterrorist operation’ against the Donetsk and Lugansk People’s Republics into a military one. It will be led by a joint operational headquarters, reporting directly to the President of Ukraine Petro Poroshenko.
The document also accuses Russia of “aggression” against Ukraine, “temporarily occupying part of the Ukrainian territory,” administering the Donbass, according to the authors of the bill, with the help of self-controlled administrations.
Further, the law allows the president to use military force without seeking permission of parliament or declare a state of war.
The law is assessed by the Ministry of Foreign Affairs of the Russian Federation, as completely contrary to the Minsk agreements, “which are a universally recognized and non-alternative basis for settling the conflict in Ukraine.”
The new law coincides with the expected delivery of US lethal weapons to the Ukraine.
