The official representative of the Russian Foreign Ministry, Maria Zakharova, briefly recounted the contents of one of the discussions at the Munich security conference, which was attended by Sergei Lavrov, Frank-Walter Steinmeier and Philip Hammond.

"Steinmeier succinctly responded 51%. Lavrov began to explain that everybody needs to fulfil their commitments, responsibly, make decisions collectively and to engage on a settlement, but because there is doubt, gave 49%. Hammond said that the Kremlin is to blame", — she added.
