The publication notes that selected schools within the next three months must present a program of development for five years to the Ministry. For this programme each of the 11 schools will receive an additional subsidy of up to 200 million rubles annually for three years.

"Among the winners of the expert Council of the Ministry of education and science were Kostroma technological, Tyumen oil and gas, Ufa Oil Technical and Aerospace Universities in Siberia, Don, Volgograd, Voronezh, Omsk, and Samara Technical University and Vyatka state University and the Oryol University of Turgenev,"  said the newspaper.

Previously the Minister of Education and Science, Dmitry Livanov, announced a large-scale program of higher education reforms related to the merger of small regional universities to support multidisciplinary universities that will receive additional financial support from the state. Currently, there are fifteen Russian schools who filed applications for participation in the competition, twelve of which met all eligibility criteria, and were admitted to the competition currently applying for the establishment of a University.

According to the Ministry, for the implementation of this project, the project of the program of creation and functioning of the support of the University will be elaborated, with typical models of management of the joint universities passing approbation on the basis of a specially created expert-methodical and consulting center.

Earlier, the media reported that the Ministry will create a control center supporting the universities, "to which 275.5 million is allocated for the next two years". In addition, to improve the efficiency of preparation and implementation of the development of universities, the Ministry of education intends to provide methodological support to the programme during the entire period of the program every step of the way.
